September 25, 2024
In September 2024 the WA government will release the first phase of its Fast Tracking Mining Approvals program, which lets you submit a spatial Program of Works to the Resources Online Portal. This is the fastest way to submit your PoW and get it approved. Soon, spatial lodgement, POW-S, will be mandatory for almost all mining submissions.
Will your mining submission be ready? If you’re relying on satellite imagery and consultants, you’ll likely not have good, timely digital data. Plus you’re missing out on setting up your project for critical insights over its lifetime.
Outline Global offers a flyover imaging service plus a data package ready for mining project initiation, with a quick turnaround.
This will help you take advantage of the fast track so you don’t miss out on submitting your application. It also demonstrates both to DEMIR and to your shareholders that you have the capacity and the necessary information to address feasibility and environment in your mining project.
How does it work?
Once you engage with Outline, we schedule a flyover of your areas of interest or prospective land tenure for exploration at the earliest possible timeframe. Using our BARS-certified survey operations comprising our own aircraft and pilots, we capture imagery and measurements to produce a package of geospatial data specifically for your application. This package consists of:
- High-resolution aerial imagery captured by our Outline Global designed and built Gtech™ G1500 and G2800 multispectral aerial camera systems, incorporating the best available sensors and survey-grade navigation technology.
- LiDAR, captured with our Gtech™ LX240 and LX480 airborne laser scanners which have superior vertical (Z) accuracy. We usually recommend 10 pts/m² resolution, which provides a good balance between detail, data manageability and cost-efficiency, and we also have other options depending on your specific needs.
- Photogrammetric processing and QA of aerial imagery that takes only days from capture to specification. Typically we provide an Orthophoto as a “map accurate” background image. The Orthophoto is a mosaic that’s ready to use and provides a single connected view of all image frames.
- Extracted and post-processed ortho or LiDAR-derived elevation data for a wide range of use cases (e.g. vegetation management, hydrology).
- Insights from running ML and AI on captured data for wide-area object identification if needed. Scenarios where this can be useful include the detection of fire ants or malleefowl mounds.
- Spatial data ready-to-go in the required format for POW-S upload (e.g. TAB and shapefiles).
Benefits of Outline Global for your POW fast-track
Speed
First and foremost this is fast. Outline Global can turn around a flyover in a matter of weeks, so you are well-placed to take advantage of the fast-track process. You could hire a consultant to do the analysis, but this takes much more time and you risk missing the boat on your submission.
Cost
Can you afford it? We argue can you afford not to? For their accuracy and insights, our data packages represent a very solid investment in your mining application process. Not only that, these data provide the critical baseline for your proactive monitoring, assessment and management activities down the line. Investing in flyovers at significant epochs gives you insights into changes in terrain, hydro and vegetation canopy that inform your environmental remediation activities and reporting. It is very costly to engage a consultant to do this analysis, let alone the subsequent analyses and reporting required during the lifetime of your project. Unlike other imagery providers, Outline is a co-creation partner of choice, where the data we capture is for perpetual ownership, fulfilling your reporting and regulatory needs — something satellite and imagery subscriptions cannot guarantee.
Scale
Our planes cover a much vaster area than drones can without compromising on accuracy, making our solution perfect for complex or long-running projects and difficult-to-access sites.
Accuracy
Our commitment to accuracy includes a yearly rigorous calibration of our Gtech™ cameras. We implement a self-check routine during every flight and monitor results so we can act quickly if something doesn’t look right.
A consultant is not equipped to produce the degree of accuracy needed to do the predictions, analysis and assessments required for environmental submissions in the turnaround time and at the cost of Outline Global’s packages.
For our high-resolution aerial imagery, we typically achieve 2-pixel accuracy for resolutions of 10cm, 15cm, or 20cm without additional ground control points. For example, for a 10cm resolution, accuracy is within 20cm. Our LiDAR imagery, usually recommended at 10 pts/m², offers consistent accuracy across x, y and z dimensions.
Large areas
Our planes cover a much vaster area than drones can, without compromising on accuracy, making our solution perfect for large, complex or long-running projects, and difficult-to-access sites.
Truth
Not only is it accurate, our imagery is a true snapshot of what is on the ground. The data do not lie. It can therefore be relied on as the basis for any of your relevant mining submissions.
Independent verification
Outline Global is an independent verification service without the drawbacks of a consultant. We are only focused on providing our customers with comprehensive, accurate, fast, and cost-effective geospatial data. We base our methodology on what you need to know about your site and what you need for your submissions to DEMIR.
Submission-ready format
The Programme of Work Spatial Lodgement needs spatial data to be formatted in a particular way so that the POW-S system can generate your application. Outline Global has a process to ETL (Extract, Transform, Load) your datasets to support the POW-S requirements where applicable.
Boosts your environmental credibility
At Outline Global we are proud of the sensitivity and intelligence of the data in the packages we provide for our customers. We can produce imagery and insights that allow you to easily quantify canopy coverage, monitor changes in trench depths, detect fire ant invasions, identify malleefowl nests, and more. Being equipped with such information demonstrates to both DEMIR and your shareholders that you are aware of and prepared to manage your responsibilities to conserve any significant flora or fauna in your tenement. Providing evidence-based, repeatable, and reliable content not only demonstrates your due diligence and representative samples, but also enhances your approval chances in front of regulators.
You don’t need the resources of a large mining company to take advantage of DEMIR’s fast-track program. You just need Outline Global’s data package. At the same time, you are setting your project up for easy, proactive monitoring of your environmental responsibilities.
